By DAVE FIDLIN Special to the Post MILWAUKEE — With summer winding down and a changing of the seasons on the horizon, munici- pal leaders across the state are about to start doing the heavy lift- ing and build 2016 operating budg- ets. In the city of Milwaukee, Mayor Tom Barrett is in the process of finalizing his proposed budget, which he will present to the Common Council on Sept. 22. With less than a month to go before he gives his formal address, Barrett has indicated he will likely ask for a property tax levy increase — an overture he said is necessary to maintain existing services and strike a balance with declining income from the state. Specific dollar figures remain in flux as pieces of the puzzle contin- ue to come together, but the city could increase the property tax levy by $39.8 million on a budget that is expected to clock in at $1.61 billion.
