Announces Funding Opportunity Smart Start Leap Years Program The Cleveland County Partnership for Children, Inc. the local non-profi t agency administering early childhood initiatives in Cleveland County includ- ing Smart Start, NC Pre-K, Dolly Parton's Imagination Library, and Early Head Start – Child Care Partnerships program, is accepting sealed propos- als for entities interested in serving as child care partner sites for the new Smart Start Leap Years Program. The Smart Start Leap Years Program will provide preschool classroom services to eligible three-year-olds in Cleve- land County. The Cleveland County Partnership for Children serves as the local admin- istrator for the North Carolina Smart Start Initiative. Smart Start funds will provide high quality classroom learning experiences for eligible three year old children. Leap Year classrooms may be located in a variety of settings, including private child care facilities and family child care homes located throughout Cleveland County which meet required standards. Priority will be given to child care programs located in low wealth/high need areas and currently underserved communities of Cleveland County. This funding op- portunity is directed to child care facilities and/or family child care homes interested in requesting and obtaining slots for Leap Year CLASSROOMS at various sites to serve eligible three-year-old children. Child Care Partner responsibilities will include, but are not limited to: - Assessing site capacity for additional Leap Years Program three-year-old slots available including classroom space and available staff; - Holding a Four- or Five-Star Rated License as of July 1, 2023 and main- taining a Four- or Five-Start Rated License for the duration of the Pro- gram; - Demonstrating the ability to serve high-risk, low-income children and families; - Complying with CCPFC policies and procedures for program implemen- tation in compliance with all Smart Start requirements; - Implementing and following CCPFC policies and procedures to ensure classroom teachers hold at minimum a CDA or its equivalent at all times; - Implementing and followinging CCPFC policies and procedures to en- sure Individualized lesson plans for each child remain current and are based on established goals; - Implementing and following CCPFC policies and procedures to ensure use of approved curriculum, on-going learning and assessment; - Implementing and following CCPFC policies and procedures to collect, maintain and track participant children's educational, health, disability and other assessment data during the program year for future use by CCPFC, including the use of Teaching Strategies Gold for child assess- ment data; - Working in cooperation with CCPFC to ensure on-going technical assis- tance and monitoring services of each site and classroom with the goal of quality improvement are provided by administering agency; - Working in cooperation with CCPFC to ensure on-going teacher and di- rector program training and professional development services with the goal of quality improvement are provided by administering agency; - Working in cooperation with CCPFC to ensure on-going site, classroom and program evaluation is performed to determine the effectiveness of the delivery of program services In order to compete to serve as a Child Care Partner Classroom Site for the Smart Start Leap Years Program, potential offerors must partic- ipate in a Smart Start Leap Years Program Bidders Conference. The Cleveland County Partnership for Children will hold this Bidders' Conference on Thursday, June 15, 2023 at 2:00pm. The Bidders' Conference will be held in person at the Cleveland County Partnership for Children, Inc., 1205 Northside Drive, Shelby, NC. 28150. You must contact the Cleveland Coun- ty Partnership for Children offi ce (by email to tina.dellinger@ccpartnership- forchildren.com no later than Tuesday, June 13, 2023) confi rming your intent to attend the Bidders' Conference in order that a Procurement Packet can be prepared for you. Procurement Manuals and Application packets will be made available ONLY to those who attend the Bidders' Conference. Failure to attend the Bidders' Conference as scheduled will result in being ineligible to participate in the 2024 – 2027 bidding process for this activity. Assistance in complet- ing application packets will be available by appointment. The completed application packet must be submitted to the Cleveland County Partnership for Children, 1205 Northside Drive, Shelby, NC 28150 in both hard copy and electronic fi le, and must be received no later than noon on Thursday, June 22, 2023. No faxed or emailed packages will be accepted. Application packages that are incomplete when received may not be considered. The Cleveland County Partnership for Children reserves the right to accept or reject any and all proposals or to waive any informality in proposals.
