By David Ackley 4-H Youth Development/ Ag and Natural Resources Educator Don Robinson with the OISC re- cently sent out an up for interested Hemp growers. Currently the US - DA has not posted regulations to go along with the 2018 Farm Improve- ment Act (Farm Bill). This is ex- pected in the fall sometime. Once regulations are posted there is a 90 day comment period. Indiana, and other states are requested to not put forth our plan until the US - DA process is complete. Once In- diana's plan is submitted to the US - DA for approval, they have 60 days to approve. Adding up these num- bers it can be as much as 150 days from the USDA original regulation posting before the Indiana plan is ap- proved and hemp is fully commercial here. That is said, so you will under- stand the reasons why we may not be accepting applications for com- mercial hemp growing in January as first thought. The longer we wait for the USDA the longer it puts the In- diana plan into 2020. United States Secretary of Agriculture Sonny Per- due has stated his desire to post the regulations in the fall of 2019, going on to state that to him "fall means September, October, NOT Decem- ber". There is tremendous interest in hemp in Indiana. We are aware of processors that do not have the fund- ing they thought they would, do not have the equipment they anticipat- ed, etc… these are growing pains of a new industry. Also, we are aware of seed suppliers who have sold seed under different variety names than they should. Please understand, OISC is available to answer ques- tions about what you can and can- not do as a seed supplier. In fact, in our updated FAQ sheet there is an entire section on seed supply and a document on how to properly test and label hemp seed. States will be cracking down on unlabeled or mis- labeled hemp starting in 2020. The USDA Seed and Regulatory Testing Division will be enforcing the Feder- al Seed Act on these mislabeled or unlabeled lots of seed. Hemp cannot currently be used as a livestock feed. There is a group of people in the feed industry and at universities that are going through the early steps to eventually change that, but understand hemp seed/ grain and plant parts cannot be fed to livestock that will be sold or go to market. Indiana has recently posted a list of 25B exempted pesticides that can be used on hemp. This is also on the updated OISC Hemp website. Software is being developed to have an online application and li- censing portal in 2020. This soft- ware is designed to relieve many of the stresses of the more manual 2019 licensing process and to make it sim- ple for growers and handlers to com- plete the necessary forms. This soft- ware will be ready sometime in ear- ly 2020 and it is possible that appli- cations will not be accepted until the software is ready to go. It is antic- ipated that there will be hundreds more applications in 2020 under a commercial growing scenario than we saw in the 2019 research year. It is important to have the proper in- formation in a useable format, and a system that the grower can update themselves if information changes. Finally, you may have heard that some of the Indiana hemp crop has gone hot, or has levels of THC that are above the legal level. That is true. At this point it is mostly one variety of fiber hemp, but recently other varieties have tested hot as well. On the website we have post- ed a document that shows the steps taken if you grow and receive a hot test result.
